European Learning Lab: Systematic approach in the pedagogical context: Yes we can!

Within the framework of the international partnership for professional associations in (ortho)pedagogy and special education (IgHb), the European Learning Lab (ELL) is organized every six months. During this online event, speakers from various countries will shed light on diverse topics with the aim of broadening mutual information and inspiration. The lectures are in English, and members from the various countries affiliated with the IGhB can join. On November 10, 2026, we at the NVO are organizing the second edition of the ELL, with the theme “Systematic approach in the pedagogical context: Yes we can!”

Dr. Tamás Reményi (HU) will guide you in his lectures on how educational institutions can develop into truly supportive inclusive learning environments in the context of behavioral regulation problems, inclusion, and legislation. Dr. Sharon Stellaard (NL) will speak about her research on “boomerang policy,” in which awareness plays a key role in resolving persistent policy failures in the policy areas of appropriate education and youth care. All this under the leadership of chairman and special professor Paula Sterkenburg. There is plenty of room for questions and discussion.

About the speakers and content of the lecture:
Dr. Tamás Reményi, Assistant Lecturer at ELTE BGGyK Budapest, Hungary & affiliated with MAGYE (Hungarian Association of Special Education Teachers)

Lecture title: “Behavioural Regulation Disorders, Inclusion and the Law – How Can Schools Become Truly Supportive Environments?”
This presentation explores one of the most important, yet often overlooked, aspects of inclusive education: how teachers' legal awareness, professional attitudes and institutional possibilities influence the support of students with behavioral regulation disorders. Based on research conducted in the Hungarian public education system, the presentation raises questions that are also relevant internationally, including the right to education, reasonable accommodation, pedagogical responsibility and the role of institutional regulation. The aim is to offer a fresh perspective: behavioral regulation disorders should not be understood merely as disciplinary problems, but as complex pedagogical, legal and human rights issues.

Dr. Sharon Stellaard
Sharon Stellaard received her PhD at the VU in 2023 for research into fifty years of reform policy in appropriate education and youth care. She is currently conducting research into the participation law at the Municipality of Amsterdam and works as an author and speaker and can regularly be seen and heard in various programs surrounding social and policy problems.

Lecture title: "Boomerang policy: On persistent tragedy in appropriate education and youth care policy"
Sharon will present the findings of her dissertation study regarding the nature and causes of persistent policy failures in the education and youth care policy.

Policy evaluations tend to focus on pressing issues at hand in the here and now. This might be problematic for issues that are present during (much) longer periods of time, risking the nature and causes of these issues to be insufficiently understood, with potential consequences for subsequent policies. Given the recurring nature of the issues in both policy fields, she stresses the importance of a long-term analysis, which is constructed using institutional theory. Also she plea's for 'chronological policy awareness' addressed to administrators, policy makers and politicians

Persistent policy failure is clarified by comparing the policy intentions of four decades of reform policies with their outcomes as recorded in formal policy evaluations. And discussing this in the field of education and youth care. This leads to the main research question: are there deeper and more fundamental causes underlying the pattern of ineffective reform policies?

Prof. Paula Sterkenburg
Endowed Professor, Faculty of Behavioral and Movement Sciences, Clinical Child and Family Studies at the VU, she will be the moderator of this Event.
